BEST Paradise Structural Repair & Retrofitting Project — Professional PMC / Governance Standard
Dwarka Sector 19 Occupied Society ~₹11 Crore Project
"In retrofit projects, contractor capability is as important as engineering design."
Section 01
Why Contractor Selection Is Critical

An occupied residential retrofit is fundamentally different from new construction. The wrong contractor creates compounding risks across safety, quality, cost and time.

🏠
Occupied Society
76 families living through the project. Behavioural discipline is non-negotiable.
🔍
Hidden Deterioration
Damage only revealed after chipping. Contractor must have judgment to handle unknowns.
⚙️
Technical Complexity
FRP, microconcrete, corrosion treatment — specialist skills required at every stage.
📋
Long Duration
14–16 month project. Contractor must have financial and organizational staying power.
⛑️
Safety Accountability
Working at height in a live building. Safety systems and PPE compliance are critical.
📈
Quality Dependency
Structural repairs — if done wrong, consequences can be severe and costly to rectify.

"Retrofit execution quality depends heavily on contractor capability, supervision and governance — not just lowest price."

Section 02
Minimum Prequalification Requirements
🔧 Technical Experience
Proven retrofit / rehabilitation experience — Minimum 3 similar projects with references
Occupied society project experience — Must have worked in live residential environments
RCC repair & structural retrofitting — Demonstrated capability with completion certificates
FRP / microconcrete / corrosion treatment — Specialist application capability with references
Scaffolding & façade repair experience — Verified working-at-height capability
👥 Organizational Capability
Dedicated Project Manager — Full-time, site-based, accountable for delivery
Qualified Site Engineers — Civil/structural engineers with retrofit experience
Safety Officer — Dedicated, certified, site-resident safety responsible
QA/QC Engineer — Testing, documentation and inspection management
Skilled Trade Supervisors — FRP, masonry, waterproofing specialty supervisors
💰 Financial Capability
Minimum annual turnover — Demonstrated financial scale adequate for project value
Working capital capability — Ability to sustain operations between milestone payments
Long-duration project track record — Completion of projects of 12+ month duration
Insurance coverage — WC, third-party liability, contractor all-risk policies
Compliance Capability
GST / PF / ESI registrations — Valid statutory registrations mandatory
Labour compliance systems — Attendance, wages, ID verification protocols in place
Workmen Compensation insurance — Valid WC policy covering all deployed labour
Safety manual & PPE systems — Documented safety procedures and enforcement
Section 03
Safety & Resident Management Requirements

Contractor must demonstrate capability to manage an occupied residential environment — not just execute structural works:

🪪
Verified Labour Deployment
Aadhaar verification for all workers
Police verification where applicable
Contractor-issued photo ID cards mandatory
Daily attendance tracking and reporting
Trade skill verification before deployment
🚪
Labour Movement Protocol
Defined entry/exit gates only
Restricted floor access — supervisor-controlled
No loitering in residential common areas
Working hours strictly enforced (8AM–6PM)
No unauthorized movement outside work zones
📋
WC & Insurance Compliance
Valid Workmen Compensation insurance — all labour
Third-party liability coverage mandatory
Contractor All Risk (CAR) policy recommended
Accident reporting mechanism defined
Contractor indemnity clauses in contract
⛑️
Labour PPE & Safety Systems
Helmet, harness, gloves, safety shoes — mandatory
Working-at-height certification for relevant trades
Barricading and safety net discipline
Emergency response readiness — trained personnel
First aid kit on site at all times
POSH & Behavioural Guidelines — Mandatory
Zero harassment policy — signed acknowledgment from all workers
Restricted movement areas — no access to residential floors without supervisor
No unauthorized interaction with residents, especially women and children
No photography or video recording by any labour on premises
Women resident safety sensitivity — dedicated awareness protocol
Complaint escalation mechanism — MC Secretary as nodal officer

"Occupied residential retrofit projects require behavioural governance in addition to engineering capability."
